mcpv-1 adjustment

the pressure allen tuns easy ,but the balance allen turns hard, is this normal?
I use steel allen wrenches on both, the plastic one bends.
ps, i just turned them about 1/4-1/2 turn to see how they worked, didnt want to screw something up . (have not started the adjustment yet)

Yes, The outer does turn a little harder this is normal.
