proportioning valve ?

1.Is the pv-2 and the pvku-2 the same valve, just one has the plumbing and bracket ?
2. Do you have to use residual valves for either of these if they are mounted under the floor ?

That is correct, one with and one without attaching hardware and lines. Residual valves are ok to use as well.
